The final vote was 61-38, with one abstention. Eleven Republicans crossed the aisle to approve the temporary patch: Mike Rounds (SD), Roy Blunt (MO), Sue Collins (ME), John Cornyn (TX), John Barrasso (WY), John Thune (SD), Lisa Murkowski (AK), Dick Shelby (AL), Rob Portman (OH), Shelley Moore Capito (WV), and McConnell (KY).
