There are no free crack pipes. The Department of Justice is evaluating a plan to authorizing states and cities to establish safe drug use sites. No state is being forced to participate. There would probably be free clean needles provided by the states/cities. The United States has a lot of those lying around thanks to the efforts of anti-vaxxer-enabling dildos like Ken Paxton.
