Would anyone have expected that the Cantwell-Grassley bill will even hit the floor unless they're reasonably certain they have 67 votes in the chamber? (That's even before the absolute grind that it faces in the House if it can even get past the Senate) What kind of jackass would ever think that Trump would willingly cede his power to fuck things up unilaterally? There can be zero doubt whatsoever that two-thirds in both chambers was priced into this bill from day one.
