The Senate Tuesday night passed a temporary spending bill that would avert a government shutdown after Democrats dropped Energy Independence and Security Act, the energy legislation sponsored by Democratic West Virginia Senator Joe Manchin, the New York Times reports.
EISA had an uphill fight in the Senate if it were to go out on its own due to bipartisan opposition: Democrats objecting on environmental grounds, Republicans because of politics. Senate Majority Leader Chuck Schumer attached it to the spending authorization bill believing Republicans would support the spending bill. However, opposition to the bill stood strong, forcing Schumer to cut EISA from the spending bill.
