Whitaker never registered as a lobbyist and FreedomWorks never specified clemency as a scope in its lobbying disclosure forms, yet Whitaker’s name comes up as an advocate in official announcements for the pardons of money launderer Daniela Gozes-Wagner and bank fraudster Stephen Odzer. Ethics experts quoted by the Beast are unsure if there were any clear breaches of law by Whitaker in these efforts given that statutes governing pardon lobbying are untested in court, but added that other lobbyists seeking pardons from the Trump Administration played it safe and fully disclosed their status.
