Ways and Means has the legal authority to request from the IRS any individual tax return to review the impact of tax code as part of their legislative considerations. The order is not a reversal of the order, but rather a stay until the Court reviews the issues to determine if there is a potential legal justification the conservatives on the court they can cite to plausibly help Trump.
